MONTREAL – The last time a Parti Québécois Premier took over from the Liberals was in 1994, and sovereignty was the only question on people’s minds. “What is at issue now is the individual conscience of each Quebecer and our collective destiny,” Jacques Parizeau said as he introduced his cabinet. He called on people from all parties to join his effort. “[T]he concept of sovereignty, like freedom, cannot be the prisoner of one party or of one formula. It must, it will transcend partisan boundaries.”
